At the moment bogus ordering is created when several scripts provide the same facility. To avoid this such setup is rejected with an error. I proposed allowing scripts to provide virtual facilities directly in the script to the upstream developer, see <URL: http://thread.gmane.org/gmane.comp.init.sysv.devel/66 > for his reply.
