Ah, that is a development helper script. Debian currently do not package development parts.
I'm using netatalk in combination with a backup software (PresSTORE), which needs the netatalk-config-Script for accessing a local AFP-share.

Are you sure it is not the default config file it needs? That one is shipped with Debian packaging, but at a non-default location: /etc/default/netatalk
