I could reproduce this issue in links 2.1 as well.

I created the file em-dash.html:
<html><head></head><body>
<p><b>This should be an em-dash: </b>—</p>
<p><b>This should be a hyphen: </b>-</p>
</body></body>
After displaying the em-dash in a GUI browser, I opened the file with
"links em-dash.html" command, and links showed "-", namely hyphen, for
both of these characters.
