Hi Josh, as Arne says you can modify the behavior of what happens using an option in muttrc so this doesn't sound to me like a bug, unless you want to convert this to a wishlist and change the default but given the impact of the change I believe that it's likely that it won't be accepted by the mutt developers. My advice here is to close the bug as wontfix, but I'd like to hear from you first.
