I've added

echo "runlevel: $(runlevel)"

to a sysv init script started in rcS.d and one in rc2.d and also rc0.d
and rc6.d

During boot, the output of both scripts is

runlevel: unknown

If I then login and run "runlevel", I get
N 5

On shutdown/reboot the output is

runlevel: N 5.

It looks like systemd changes the runlevel only after having finished a
target and not when entering/executing a target.
