You seem to have libsnmp-dev installed which enables building of ntpsnmpd. We should either disable building that part or add proper build depedencies. I don't know what the current state of that is. I think it's not following the RFC yet. The build dependency would be on libsnmp-dev, not libperl-dev. libsnmp-dev is missing a depends on atleast libperl-dev.
