I tried to use emacs23-nox in gnome-terminal,

   % export LANG=ja_JP
   % emacs23-nox

and pushed some arrow keys.
When first key pushed, a cursor doesn't move.
When second key pushed, a cursor followed first key.
When third key pushed, a cursor followed second key.
...

I tried some different conditions.

   * With xterm, a cursor delayed.
   * With emacs22-nox, a cursor doesn't delay.
   * With LANG=C, a cursor doesn't delay.
   * With C-p/C-n/C-f/C-b, a cursor doesn't delay.

I guess it caused by LANG=ja_JP.
