Might not have looked in the correct place, but I was unable to find
any policy for the  /usr/lib/pm-utils/*.d/ and /etc/pm/*.d/
directories.  IMHO this is urgently needed.

I just discovered that aiccu had added a script in /etc/pm/sleep.d
which make the system hang for seconds on resume, unless you've got
a working network.  Totally unacceptable to me. A policy 
regulating runtimes for such scripts would be welcome.

Looking at the other scripts installed in /etc/pm/sleep.d on my 
laptop, I was even more surprised to find that unattended-upgrades
had installed a script which will make hibernate wait until a 
running unattended-upgrades job is finished.  I can see how this
will scale if any package installing cron jobs should do the same...
A policy stating both what kind of actions are acceptable, and 
setting maximum delays, is obviously necessary.

In addition, there seem to be a bit of confusion whether packages
should add hooks to /etc/pm/ or /usr/lib/pm-utils/.  Policy required
here as well.

I will of course report bugs against aiccu and unattended-upgrades
as well.  But the fact that they do implement such hooks demonstrates
the need for clarification.
