Ah, sorry, this was actually two Ubuntu 10.04 (lucid) hosts, with
slapd 2.4.21-0ubuntu5.3 on the server and nslcd, libpam-ldapd and
libnss-ldapd 0.7.2 on the client.  I'm pretty sure nscd wasn't
installed at the time.

I was using slapo-ppolicy on the server, which AFAICT nslcd doesn't
support yet -- I was exploring different workarounds for #566351,
which breaks sudo-ldap (#545414) when using PADL over ldaps://.

Normally I would reproduce the problem under Debian *before* sending
the bug report to debbugs, but I was about to fall asleep and I didn't
want to forget about the bug.
