This is the so-called "common log format".  I was requesting the ISO
8601 format.

Sorry for any confusion caused by the initial report; i'd provided a
link to the "common log format" in that report because i hadn't heard of
it before researching the report, and i was looking for an explanation
for the (to my eyes inconvenient) format nginx uses.

ISO 8601 has several nice properties, including locale independence and
the fact that lexicographical ordering matches chronological ordering.
