Seperating the QtDesigner module into an own package should be possible without much risk of breakage. The QtDesigner library is rarely used and wastes a lot of space.
I've checked all rdepends of python-qt4 and python-kde4. The only package that uses it is python-camelot. There may be more packages that indirectly depend on python-qt4.
