Hello,
This sort of problem is nothing to do with procps but it is the
package installation process that is failing. Almost always this is
caused by problems with your system.

Google Translate tells me:

Now dpkg is trying to rename tload to something else before it attempts
to install the new tload, but it fails. The operating system is telling
it "no".

The problem is, why is it saying "no"? Either someone has fiddled with
this program, you have filesystem corruption or something else strange
is going on. I've seen this before with rootkits installed where the
binaries get replaced but that is usually with ps rather than tload.

Try deleting the tload file and installing again. If you still have
problems try one of the user emails lists or googling for the error
message. You may want to run a filesystem check too.

In any case its nothing to do with procps so I'm closing this bug.
