I've had similar situations but IMHO --svn-prebuild is the wrong place
for a call to dch. debian/changelog should be committed to SVN
beforehand, if necessary using a script instead of an alias. It's a
misuse of prebuild to make changes to the changelog itself - just as it
would be to make changes to debian/control or add a patch as part of
prebuild.

--svn-prebuild should not be used in ways which break existing release
goals (like building twice in a row without changes).

I'm tempted to close this as "not a bug".
