In some languages (for example French), the symbol ":" is made active
by babel.  This conflicts with it's use in

\draw[domain=-3:3,smooth] plot ({\x},{\x * \x});

(which fails with the error "Paragraph ended before
\tikz@plot@samples@recalc was complete.").  Tikz shoud make sure that
“\catcode`\:=12” is issued at the right places to avoid this problem.
