Well, no change in console-data is likely to have triggerred this. The package is completely stalled and the last change (in wheezy) was adding a keymap for Kazakh....no change to any debconf stuff and the way the default keymap is handled. PS: try "dpkg-reconfigure keyboard-configuration". *this* is the console-setup component that deals with this stuff.
