I am unable to reproduce with the file you sent. MPD scans the tags just fine. However, the file does *not* contain ID3 tags! Mine are: libavcodec52 4:0.6.1-5 libavformat52 4:0.6.1-5 libavutil50 4:0.6.1-5 It seems you are mixing Debian with packages from debian-multimedia.org.
