Debian *is* upstream for the groff CJK patch, and since it hasn't been maintained by its author for some time that basically ends up being me. I've integrated this patch for my next upload; furthermore, I've gone one better and added kinsoku tables as best I can for GB2312/GBK and BIG5, so that they should produce semi-reasonable output in those Chinese locales too. Korean doesn't work even with this patch because no groff font covers the Hangul Syllables range, but I've added it anyway as a starting point.
