When configured in /etc/apache2/mods-enabled/fcgid.conf, FcgidMaxProcessesPerClass works as expected, provided it is not also defined in any VirtualHost blocks. If it is *also* defined in a VirtualHost block, then both the limit defined in the VirtualHost block and the limit defined in /etc/apache2/mods-enabled/fcgid.conf are ignored (for the VirtualHost in which it is defined - for other VirtualHosts, the value in fcgid.conf is respected). If it is defined only in a VirtualHost block, it is ignored.
