dpkg's internal database will evolve with the introduction of multi-arch
and pycentral is likely to be broken.

You should get rid of your PYCENTRAL_NO_DPKG_QUERY cases. And when you
want to find out the path to some package provided control file you should
use dpkg-query --control-path. But this interface does not allow to look
up the .list files as those should only be accessed through dpkg -L.

$ dpkg-query --control-path python-central
/var/lib/dpkg/info/python-central.triggers
/var/lib/dpkg/info/python-central.postinst
/var/lib/dpkg/info/python-central.postrm
/var/lib/dpkg/info/python-central.md5sums
/var/lib/dpkg/info/python-central.preinst
$ dpkg-query --control-path python-central preinst
/var/lib/dpkg/info/python-central.preinst
$ dpkg-query --control-path python-central foo
$ 

It would be nice to see this resolved soon to allow for an upload
of dpkg with multiarch to experimental and then sid.
