It does not break. This is not a bug.

It can be enabled, this only leads to some warnings in the logs, which
are only a cosmetic problem.

But anyway, this configuration parameter is documented [1], and its
documentation clearly states that it should not be enabled if Apache
already handles compression.

Now, there are two cases when a wiki admin is modifying the
configuration:
* he may be editing the configuration file directly: in this case, he is
  supposed to know what he is doing, which includes reading the
  documentation about the settings he modifies;
* he may be using the web interface: in this case, he will see a link to
  the documentation.

So, this is only a cosmetic problem, which is expected and documented.
No problem then.
