as i see apache 2.2.10 has builtin chroot with the same config option -
ChrootDir - as libapache2-mod-chroot, so after upgrade chroot called
twice, and second call really can't chdir to /chroot.
the problem is migration problem only, so the resolving maybe either
remove libapache2-mod-chroot from archive, or when upgrading
libapache2-mod-chroot show a message that contains information about
this situation.
