It does appear (at least partially) to have something to do with borders.
In the config the following is set (under "awful.rules.rules"):
---
border_width = beautiful.border_width
---
I changed it to border_width = "0" and now at least when I start
Iceweasel/Icedove/Evince in monitor 2 the taskbar entry is now also in
monitor 2. :-)
The following problem remains:
If I start Iceweasel/Icedove/Evince/LibreOffice in full-screen in
monitor 2 and then unset full-screen then the window jumps back to
monitor 1.
