Package: lilo Version: 1:22.8-10 First noticed this with the 1:22.8-7 (lenny) version. The lilo package installs hooks to get rerun when the initramfs-tools are invoked, or a kernel package is installed. These hooks though completely ignore /etc/kernel-img.conf (configuration file created by kernel-package); in particular the "do_bootloader" option, which was created to specifically DISABLE automatic reinstallation of the bootloader (this is invaluable with /interesting/ setups where the automatic runs break things).
