I did:

apt-get source opensync-plugin-evolution
aptitude install libebook1.2-dev libecal1.2-dev libedata-book1.2-dev
libedata-cal1.2-dev libopensync0-dev
cd libopensync-plugin-evolution2-0.22/
dpkg-buildpackage
