Well, i can confirm the issue here, and the new title 
    no access to sleep/wake D-Bus interface if root session active
seems to fit perfectly.

I usually have a root session open in "konsole", and i suspend to ram again 
and again. 

pm-utils complains with

Running hook /usr/lib/pm-utils/sleep.d/55NetworkManager suspend suspend:
Having NetworkManager put all interaces to sleep...Failed.

which is caused by not being able to dbus-send to network-manager as reported 
in this bug. The end result is that i usually have to disconnect/reconnect the 
network cable , or run "ethertool -r eth0" to get network back. Quite 
annoying ;-)
So now i undid the changes in /etc/dbus*.../NetworkManager.conf  but that 
NetworkManageris in principle a "security" problem (anybody would be able to 
sleep/wake NM.
