I've also tried the firmware in the v22 zip file on ralink's web site. Either version (and they are different) allows hostapd to load. When terminating hostapd, I see the following error message:
phy1 -> rt2x00usb_vendor_request: Error - Vendor Request 0x07 failed for offset 0x7010 with error -71. ... eloop: could not process SIGINT or SIGTERM in two seconds. Looks like there is a bug that ends up in a busy loop that prevents clean shutdown. Killing program forcefully. This is repeated for a while. Otherwise, AP mode seems to work fine.
