Running pdffonts with poppler-data removed (with --force-depends, of course, since pdffonts' package does depend on it) gives the error message: Error: Missing language pack for 'Adobe-Japan1' mapping many times. Adobe reader is able to display the file without problems, even without poppler-data installed. Therefore it seems to me that rather the viewers need a dependency on poppler-data, as xpdf itself already has.
