It seems that just depending on libsvga1-dev was not such a good idea
after all, because libsvga1-dev only exists for i386 and amd64
architectures. I now face the problem that my package winff FTBFS on
other architectures where it previously build without problems, see
powerpc and sparc at [1].

I would say that the depends need to be changed, one way or another. I
don't know this package, but I would say that only the svga1 wrapper
unit (or what is its name) depends on libsvga1-dev, but if you are not
using that unit, you don't need to depend on it. So could we split of
that wrapper and give it a package of its own (much impact for how much
gain?). Or drop the dependency to recommends? Or can dependencies be
specific in the architecture? Or...
