feel free to discuss that with upstream: http://bugs.freedesktop.org/ (product xorg, component Server/general) but I doubt it'll be considered. Not to mention that nowadays, an empty xorg.conf just does the job, and you only need to put there what's absolutely required if the default behaviour isn't exactly what you need; so you might just do that instead.
