Oh yes, I forgot to speak about that part. As you said this file is the same as debian/kstars.install but without the v4l drivers as they are not built on a FreeBSD kernel.
It was deliberate because we want to become an official port soon (theoretically after the scc pool split), and then we will have to build our packages from the same sources as the other architectures. It also help us as the package could be built automatically by the autobuilders instead of being patched and built by hand.
That said, as it is not an official port, you are no obliged to add this file now. The other solution is to remove the v4l drivers from kstars.install, and install them conditionally for Linux kernel only in debian/rules. That way it will also work for other non-Linux kernels.
