This is right. An old "provide lightweight alternative to Mutt"
wishlist bug has been sitting in our upstream bug tracker for years
(no URL provided since I am writing offline). Thank you for moving
things forward.

IIRC we chose mutt over mailx in the early days of metche development
because it was Doing the Right Thing wrt. content encoding, while
mailx did not. I am sorry I don't remember:
- which version of mailx behaved badly in our tests;
- if the content encoding issue was exposed if $ENCRYPT_EMAIL was
enabled, disabled, or both.
I am a bit afraid we might introduce a regression on this front by
applying your patch. Here are a few questions meant to clarify things
a bit before I or others investigate this further:
1. What version(s) of mailx / sendmail have you tested your patch
against?
2. Did you test your patch with !ascii content in Changelog?
3. Did you test your patch with ENCRYPT_EMAIL set to yes, no, or
both?
