I was wrong about the *** POKED TIMER *** message triggering the 'rndc reconfig' operation, which is done by '/etc/network/ifup.d/bind9' after the interface is brought up by network-manager during the resume processing by '/usr/lib/pm-utils/sleep.d/55NetworkManager'.
