since the upgrade from 0.199+nmu2 to 0.199+nmu3 cowbuilder fails to start:

I don't have the package dpkg-dev installed on this system, it's inside
the chroot. Maybe you could use dpkg --print-architecture or the dpkg
people could move dpkg-architecture in the package dpkg.
