Upstream seems to say that you need 0.10.0. So I installed 0.10.0:
$ sudo gem install kramdown --version 0.10.0
$ irb -rrubygems
irb(main):001:0> gem 'kramdown', '0.10.0'
=> true
But still no luck with webgen
$ webgen
Starting webgen...
Updating tree...
...done in 0.0215 seconds
Writing changed nodes...
An error has occurred:
Error while working on </index.en.html> with
Webgen::ContentProcessor::Kramdown:
The needed library 'kramdown' is missing. You can install it via rubygems
