I believe this is already taken care of by the cryptsetup package in Debian. It will prepare the encrypted devices before mountall.sh (and checkfs.sh), and thus make sure the normal scripts work out of the box. Because of this, as there is no need to change the initscripts package to support encrypted swap (and file systems), I tag this wontfix.
