Yes I know,... but IMHO it's not fully clear from the non-explanatory
part.

I somehow miss a sentence like:
"Versions that would cause a downgrade are not considered at all (unless
their priority exceeds 1000)."
(which we already have in the manpage) PLUS
"In such a case, the version(s) with the next highest priority are
considered to be the highest priory version."

Ok the wording is bad I know ^^

I just miss a clear hint, that it's NOT like: if the highest priority
version would cause a downgrade (but prio < 1000),... DO NOTHING AT ALL
BUT:
If so, take the next highest.
