It's not just upstream that is dead. The Debian developer has not been
active for about six months. I had some brief contact with him as I took
over two of his other packages, but requests to take this one over were
ignored.
There is a related package Net::IP::XS now in CPAN which is more
actively maintained. If it was packaged for Debian the reverse depends
on this package could probably be patched to use either.
