Followup-For: Bug #624288

  I just saw (as I was suffering from the same 'en locale not present' problem)
that you invoke apt-cache with LC_ALL=C instead of LC_ALL=en.
  It seams that apt-cache behaves correctly when UTF-8 caracters must be 
outputed
(ie UTF-8 caracters are not modified nor mangled):
LC_ALL=C apt-cache dumpavail | grep Le_Vert | uniq
correctly show the accentuated name.
  However, I think the correct fix will be to use the C.UTF-8 locale when it
will be available. Loot at #522776 for more info on the C.UTF-8 locale.
