This is a bug for the Ubuntu-only package "laptop-mode". The Debian package "laptop-mode-tools", which is the continued development of the upstream on which "laptop-mode" was originally based, has a configuration file and everything. So, either report this bug to Ubuntu, or use laptop-mode-tools (which works fine in Ubuntu AFAIK).
