Yes. This is expected, not all the packages have been rebuilt yet. Updating this bug does not help in any way as the perl maintainers do not control the rebuild process - that's the domain of the release team. If a package fails to build against Perl 5.12, it is considered a bug in that package. Such a package will stay uninstallable because of the old perlapi-5.10.x dependency until the bug is fixed or the package is removed from Debian. Perl 5.10 is not coming back.
