[see also bug#625908, cc-ed] Please can you add libmath-random-perl to the whitelist for non-free autobuilding. According to debian/copyright, the reason for it being non-free is due to restrictions that prevent copying/distribution for "direct commercial advantage". As far as I can see, this does not prevent the module from being auto-built.
The copyright already states that the package is auto-buildable. I will add the XS-AutoBuild field to the control file in our svn repo (to be included in the next upload) if I receive an ACK from you.
