The package contains development tools. As it's for developing games, I'm not 
completely
sure, but I think i should be in devel. The control file always said devel.
Interesting question... I know of extremetuxracer-gimp-dev containing
some gimp stuff to create Tuxracer courses, and it is section games. The
only difference I could imagine, would be that et-g-d is to extend
exactly one game, while sludge-devkit seems to be to develop new games.
  Did I understood that correctly?

Yes, it's for developing new games. Contains a SLUDGE compiler and gui-tools for modifying the different kinds of resource files needed for a SLUDGE game. The compiler creates game files that can be played using sludge-engine.
