This bugreport is due to the fact that someone decided to rip essential mibs off libsnmp-base and put them into non-free (NOT contrib, as NEWS.DEBIAN.gz suggests) snmp-mibs-downloader package.
THATS NOT A GOOD IDEA TO DO.
