According to "wajig commands", download will 

  Download package files ready for an install

Yet when I issue the command "wajig download" I get

 wajig: Error: DOWNLOAD requires a list of packages

The advertised functionality -- download the package files that are ready for 
an install -- 
is useful, but is implemented separately in auto-download.

I suggest changing the instructions and leaving the current functionality in 
place:

  Download one or more packages

These may or may not be eady to install.
