After bootup I cannot access the wireless device (e.g., iwlist eth1
scan, ifup eth1, etc.) untill I first run RaConfig2500 and select push
the button to 'connect' to the local access point.  Once that is done, I
can quit RaConfig2500 and 'ifup eth1' and everything works fine.

I'm using a self-compiled 2.6.12 kernel.
