Two things probably explain: - low activity for l10n management of aptitude - very low availability of the only maintainer of aptitude, Daniel Burrows (real life reasons, as far as I know). I think that the status of aptitude begins to be worrying. No offense intended to Daniel, but the package seems virtually orphaned as of now (though Daniel involved a bit more time in the very recent weeks).
