I haven't investigated if this is really a good idea or not, yet. But,
what about letting systemd bind-mount /proc/mounts over /etc/mtab. If
I'm not mistaken this can be done with files as well as with
directories.  This would only interfere with the mount packages
defaults when systemd is actually used.
