I suggest to remove libextutils-install-perl from unstable. It is not installable as a newer version is provided by perl (which conflicts with older versions of libextutils-install-perl), and a newer version hasn't been released on CPAN for quite some time. If there are no objections, I'll reassign this bug to the FTP team on the weekend.
