Also, let me make sure I understand "ought to go in individual
packages" correctly. Do you mean:

 - Each library in its own *binary* package.

 - Each library in its own *source* package.

If it is "each in its own binary package", then, err... what's the
problem exactly? Just build as many binary packages as there are
libraries from one source package.

If it is "each in its own source package", I don't see why you'd want
to require that.
