You include /usr/share/cdbs/1/class/python-distutils.mk, which is a bit
odd, because your package doesn't use distutils. You probably want to:
1) Set either DEB_PYTHON_SYSTEM, or if you want to use dh_python2, set
DEB_PYTHON2_MODULE_PACKAGES.
2) Set DEB_PYTHON_PRIVATE_MODULES_DIRS. (Python helpers normally look
only into /usr/{share,lib}{,/games}/<binarypackagename>)
3) Include python-module.mk instead of python-distutils.mk.
